POSITION SUMMARY: Supervisory position responsible for developing, implementing and maintaining quality assurance and performance processes to measure, evaluate and assure quality and performance of the Head Start/Early Head Start (HS/EHS) Programs.

 

Wage: $76,960 - $85,280/yr.

ESSENTIAL JOB FUNCTIONS:

  • Implements and maintains Training and Technical Assistance (TTA) development systems and
  • Delivers and coordinates training, and provides technical
  • Monitors TTA plans and activities of MFCS Head Start and Early Head Start Program, and the communities we serve.
  • Plans, organizes, directs and supervises Education, Programs, and ERSEA
  • Maintains current knowledge, and interprets applicable rules, regulations, policies, procedures, contracts, State and Federal laws, codes and regulations.
  • Collects, organizes, analyses and disseminates significant amounts of information, with attention to detail and accuracy and timeliness, to arrive at sound conclusions and recommendations.
  • Provides regular data analysis reports to the Leadership Team regarding agency goals, including ERSEA, Child Outcomes, School Readiness Goals, Family Outcomes. Health and Safety.
  • Ensures the HS/EHS Programs meet all federal, state, local, contract/grant requirements and agency standards.
  • Ensures compliance with contracts, program operations, corrective actions plans, and monitoring
  • Ensures full compliance of all Federal and State regulations, Local Coalitions, and School Board
  • Ensures education compliance with the program’s school readiness goals, and curriculum followed to fidelity.
  • Administers effective communication among leadership, staff, families and community

  • Serves as Project Lead for PIR, annual report, annual program self-assessment and community
  • Ensures program operation’s on-going monitoring of extended day for full compliance of program implementation.
  • Conducts site visits and provides on-going support to staff, to ensure facilities are well maintained and environments are conducive to the development and learning of all children.
  • Reviews safety practices to be in compliance with MFCS, OHS, and DCF, and ELC policies and
  • Maintains effective working interaction with peers, subordinates and outside contacts that will enhance the operation of the HS/EHS Programs.
  • Acts as an advocate and role model for the families enrolled in the HS/EHS Recruits’ children for the program.
  • Maintains confidentiality in all aspects of client, staff and agency
  • Maintains effective working interaction with coworkers and outside contacts that will enhance the operation of the HS/EHS Programs.

  • Performs any additional duties as directed or assigned by supervisor, management staff, program director or Mid Florida Community Services, Inc. management staff.

 

SECONDARY FUNCTIONS:

• Performs data analysis duties for tracking progress of established goals and objectives

• Ensures full implementation of all education assessments and ensures screenings are completed within the required mandated timeline.

• Works with the Education Team and Site Supervisors to develop and implement leadership and communication skills with center staff.

• Ensures performance evaluations of direct reports are completed in a timely manner

• Approves purchases of materials, supplies and equipment for areas of responsibility.

Requirements

JOB STANDARDS:

Education: Bachelor Degree in management, business administration, organization development, or closely related field.

Experience: At least three years of management level experience in program operations or one year of senior management level experience in program operations.

Licenses & Certifications: Valid Florida driver’s license and be insurable by Company’s current carrier. Subject to federal, state and local legal requirements/background checks/clearance for working with children.

 

CRITICAL SKILLS, ABILITIES, & EXPERTISE:

Physical Requirements: These physical demands are representative of the physical requirements necessary for an employee to successfully perform the essential functions of the position. Sitting, standing for long periods of time,use of fingers, arms, hands and legs and voice/talking are constant. Good eyesight (correctable) and hearing (correctable) are essential. Squatting, walking, handling, grasping, stretching/reaching, bending at the waist, driving and light lifting and/or carrying (up to 15lbs) are frequent. Pushing, pulling, kneeling, balancing, turning, feeling, medium lifting and/or carrying (up to 50lbs) are occasional.

Equipment: Computer, facsimile, copy machine, calculator, multi-line phone and other small office and instructional equipment, playground equipment and vehicle.

Skills & Expertise: Ability to work with limited direction. Knowledge of federal, state and local educational/childcare laws, regulations, practices and standard operating procedures. Action & results focused. Skills completing work with a high degree of accuracy and timeliness. Skill in developing policies, procedures and/or systems for implementing programmatic functions. Knowledge of effective supervisory skills and methods. Skill in the use of computer technology and ability to use a computer for word processing and spreadsheet applications. Ability to compile and analyze data and make effective recommendations and decisions. Ability to grasp external political, economic, competitive, and social factors affecting the industry  Ability to perform independent audits requiring the utmost discretion and tact. Ability to express ideas clearly and concisely, orally and in writing, to groups and to individuals. Considerable knowledge of business English forpreparing narrative reports. Ability to apply good work habits such as punctuality, reliability, preciseness, anddependability in order to effectively complete assigned tasks and contribute to the smooth operation of the service area. Ability to establish effective working relationships with people, including supervisors, subordinates, co-workers, clients and business/governmental contacts. Ability to oversee, review and coordinate the work of subordinates. Ability to maintain staff, child and parent confidentiality.

 

ENVIRONMENTAL JOB FACTORS:

Job Location: Primary location is the Head Start facilities in Hernando, Sumter and/or Volusia counties. Occasional travel to other counties.

Work Environment: While performing the responsibilities of the position, these work environment characteristics are representative of the environment the employee will encounter. Office environment and working alone and withothers frequently. Working with office equipment is frequent. Occasionally outdoors and operates a vehicle.
